Franklin FBL question

This is something that I haven't been able to figure out. There are two sets of lines at the bottom of the bell. I have heard that PCGS looks at only the bottom set, while NGC uses both sets of lines for the FBL designation. Is this correct, or what is the real story? Thanks!

I think ANACS grades more along the lines of NGC
