State quarter slabbing question

I see several different styles of slabbing state quarters from PCGS. Some slabs have the obverse under the white label. Some have the reverse under the white label. Some have the reverse under the new flag label so that the white appears at the bottom of the obverse. How does PCGS determine which way to slab? Is it submitters choice or a standard process with the flags?
Personally I like the reverse under the white label. With the flags the print in on the bottom of the obverse.

I can think of a dozen reasons not to have high capacity magazines, but it's the reasons I haven't thought about that I need them.

have been in identical slabs.
Today at a show I noticed a half dozen varieties of PCGS slabs.
Some I wouldn't have known were PCGS if I hadn't turned them over !
Though variety may appeal to some , I prefer my collection to have a
uniform appearance. Is that unreasonable ?
What's wrong with a standard, recognizable package ?

Mintluster, on the commems pay particular attention to PCGS # 7, 8, 12, & 13. That should explain the differences.
ASEcoins, White label? Also when PCGS first started slabbing the state quarters they followed their standard procedures and slabbed them head side out. Later since somany people were requesting it they changed and started slabbing them state side out. It used to be the state flag holders were a special item done for a particular person, now I believe it is just a special request item but there is a large bulk slabbing requirement, 50 of each state or something like that. I don't know all of the details.
