Did water spots on coins come from the mint or from use?

Well, with peace dollars it's almost certainly spots that developed due to the poor rinsing the planchets got before striking. So long as they're not too distracting, I wouldn't think it would hinder the grade too much.

Could be from dipping and using tap water to wash off the dip. Tap water is some areas is not very clean.
