The photo is too blurry to tell. It appears as though the lines on the obverse are raised, so it might be a die crack. Doesn't look like lamination to me. Again, lousy pic.

Yeah, from the photo, if those lines are raised,a die crack.
If the lines aren't raised, damaged coin !

Looks like a scratch to me, photography can be tricky.
