How do the PCGS graders approach this coin? Sometimes the date, shield and head are weak, sometimes not. Does Luster keep it at AU grade and lack of it keep it at XF? If wear cannot be determined precisely because of a weak strike, what then will make the graders give an au grade?

For the 1923-S quarter, and other coins that can have certain areas typically weak in strike, graders are very familiar with the look and can tell the difference between wear and strike. Weamness is certain areas is a negative. It might be a half of an increment deduction. The high point is the knee, and that's the first thing a grader would look at. If the knee was typical of an AU50 coins but the date was extremely weak, the coin might get a grade of 45. It's pretty subjective, but the graders can definitely tell the difference between wear and strike...it's an entirely different look.
