1972 Ike, Any type is allowed?

Do other sets work like this? Never saw it in the Lincolns (basic set requires 1960 Large dates)

Yes, any one of the three types is allowed in the Basic set.

Why isn't it that way for all sets?

IMHO that is because the existence of 3 types was just recognized a few months ago.
At that moment any kind of 1972 was graded as 1972 without type designation.
That's the major reason o creation the set with varieties to accommodated the sets where exist the 3 types.
