Hello David:

Are some of the Franklins such as the 1949-D and 50-D Market graded and perhaps given the benefit of the doubt because of bag marks etc..?

The date shouldn't matter when grading franklins. A bagmark is a bagmark regardless of the date.

Some issues have a different look because of striking characteristics, but number of marks should not be judged based on the date.
