Correct measurements for cards

Please accept my apologies if this is on the wrong board, with all the talk of trimmed cards I felt this might be relevant.
Is there a publication I can look for regarding the correct measurements of cards (or what is acceptable grading wise). From my experience of handling early (pre 1910) cards it seems to me that the cutting process involved with many smaller/regional issues was primitive . My experience is mainly with British issues by smaller tobacco and trade firms and what information there is (World Tobacco Index, Trade Index etc) is sketchy to say the least particularly on early issues.
Some cards I own seem to have been cut either on some type of paper cutting guillotine or by hand. I reckon many early cards were issued like this. I realise there are cards from certain sets circulating cut from proof sheets but these seem fairly scarce rather than plentiful.
Many of the N28 cards I handle are different measurements (slight and mostly width wise) and I'm sure this is how they were issued. Are there guidelines to correct measurements on certain cards?
