But how do you return a wrongly graded card to PSA? I bought a 1975 Topps PSA 9 Bill Fahey card that has an obvious spot of some foreign material on it (not part of the printing process).

That is quite a few! It took me a few months just to hit 201 and

I had a 1966 Willie Mays PSA 7 that had obviously been trimmed. I took it to the Fort Washington show and ask them to review it. They looked at it within about an hour or two, and when I stopped back to their booth, they informed me that they agreed that it had been trimmed.
They then immediately sent me out a check for the SMR value of $210. Overall, this was a very professional, no-hassle process.
If you can't get to them at a show, then you will have to submit the card for review on a regular PSA invoice and pay the regular $10 per card fee for review. However, if they mad a mistake on the grade, then your grading fee will be refunded.
