PSA - what happens when lost in the mail?

I submitted to PSA a 1987 Fleer Bonds that they graded PSA 9, but then they killed when they tried to put it in a holder, so they gave me 5 free submissions. Well, Sept. 4th, I submitted 5 cards to eBay (including two 1950's Aaron cards) and sent it certified (not registered). I emailed them the last two days and they say they never received it. I checked on www.usps.com for my shipping # and it shows it arrived in Newport Beach (the PSA PO Box) the day after I mailed it. Because I didn't get a "return receipt" with signature, the only proof I have is that it was signed by somebody. I am real upset. And I know I should have sent registered (but I read/talked with a few other PSA submitters who said they never had any problems sending their stuff certified. Do I have any recourse?
Thanks out there.
