weights for registry sets

Dear Mr. Hall,
TDN recently brought to my attention the proposed weights for the Seated Dollar sets. I have great issue with at least two of the weights, and I've already emailed BJ with my thoughts. My question to you, however, is by what criteria did you come up with the initial proposed weights?
Obviously, rarity is one. Is price another? I ask this because certain of the dates are grossly overrated and certain of them are underrated (relative to the series).

I kind of combine these three factors and make a decision on relative weights. The key concept is the "relative" part.
BJ posts the weights and Registry participants usually are quick to point out my blunders.
