Regrades that downgrade

I'm sure you have given considerable thought as to what is the correct thing to do when someone sends a PCGS coin in for regrade and it goes DOWN in grade. I know the current policy is to put it back in the higher grade, but I'm not so sure. I see your problem, if you lower the grade and have to pay then people would "game you" by taking sliders and submitting them over and over. What I was thinking is if it is CLEAR a mistake was made pay off, if it is anywhere close put it back in the higher grade. I don't think this would be a huge problem because it can't happen that often since people usually resubmit when they think that a coin has a chance of going up. What are your thoughts ? Thanks.

    We grade the coins in regrades and if they should go down we pay up. It is not in our interest to have improperly graded coins in our holders. We want to take the mistakes off the market...all of then...regardless of cost.
