duplicate coin in uncirculated mint set

I have a philadelphia uncirculated mint set which has two arkansas quarters! The one missing is the missouri quarter. I have three questions:
Is this a common mistake by the U.S. mint?
Is this a human error or machine error?
Is it worth more with the error or less?

    Is this a common mistake by the U.S. mint? No. I have bought well over 100 1999-2003 mint sets and never seen this.

    Is it worth more with the error or less? More, but how much is debatable. Some people may think you faked it somehow. I do think it would bring a premium on e-bay.

  • I added a picture for you to see i'm not lying. I'm not a con artist,just a small time coin collector. I've collected the state quarter series since it's release but never encountered an error or heard of one like this. Thanks for any input. Will.

    I know PCGS has stated that they don't pay any attention to coins in US Mint celephane as far as toning goes, since sets can be resealed.

    But I bet if you listed it on eBay it would bring a premium.

  • Have seen about 10 on eBay.I even saw a proof set with a Frankling Half with the Philidalfhia sticker,two arkansas quarters in the same slot(in a mint set),and numerous error proof sets including one with two kennedy halves in the same slot.

    I have an older mint set from the 70's, I've it for quite a few years a dealer sold it to me for a dollar over what he would get, and I'm sure it is not doctored. But then that was years ago, maybe there is an increased interest in that type of error.

    Packaging errors on mint sets account for about one set in a hundred and fifty
    and vary by date. Most errors are missing coins or extra coins. Sometime there
    will be an extra dime and no cent. Most errors include the cent nickel or dime and
    the larger denomination are not often involved except for the more recent sets with
    states quarters. There is also some variability throughout the year which might be
    mistaken for packaging errors. 1968 sets for example were made very briefly with
    the packaging upside down so that the coins' placement is in mirror image.

    There is a 1970 philly packet reported which contains three small date coins; one in
    the spot for the Philly coin and two in the spot for the San Francisco coin. Many 1980
    sets contain a second Denver quarter in place of a Denver SBA.

    While it's likely possible to fake these sets there are probably none being faked. De-
    mand at the current time is very low to non-existent so obtaining a premium will be
    difficult.

    There are various causes but empty hoppers and the coins being dumped in the wrong
    hopper are the typical causes. The mint workers do have a sense of humor and some-
    times you will see sets that have been "specially" packaged with all good coins or all bad
    coins or some other anomaly.
