Is the US Mint getting worse ?

I've been hearing and reading lots of reports lately that the US Mint is running behind schedule,
making labeling mistakes, and sending damaged products.
My 2003 Silver Proof set contained the error certif. of auth. that will supposedly be corrected.
I used to look to the Mint as the "Standard" but things seem to be changing.

Lately I picture Mint employees coming in late, leaving early, and sleeping on the job.
I hope I'm wrong but what else could explain this lapse in quality control ?

    I've seen several mint employees with stamps of state quarters on their hands, arms, fingers, and yes, even a foot. They must be falling alseep.
    I don't know what is up with the mint. I think they flip a coin each year, heads quality, tails junk.
