At what price do coins NEVER cross from NGC to PCGS?

In one of my prior topics, there was a reply from someone that dealers have given up on crossing high dollar coins from NGC to PCGS. What is the ceiling? Should I bother on a $ 4,000 coin? $ 2,000? $ 1,000? Is there a "cap". Why do you think that PCGS will not cross high dollar coins? Is it more related to PRICE or POP?
I guess the real question is.... is supply and demand REALLY setting the prices on high dollar coins or is it the actual population on a coin in a PCGS holder? Think about that......... if a lot of nice coins from NGC crossed to PCGS and say a PCGS population went from 15 to 55 over night, WOULD THE VALUE OF THAT COIN DEMINISH becasue of the population? (This may be the reason.......)
