PSA serial numbering of cards

An earlier post drives me to ask: what do the serial numbers on PSA's cards mean? I had thought that the cards starting in 0 or 1 were the old ones, but that doesn't seem to be the case anymore. A lot of newly graded 115xxxxx's have been circulating lately, and I just bought this card ( http://www.mintxpressauctions.com/bid/bidplace.asp?itemid=148&getauctionid=44 sorry, don't know how to link, but that's another thread) that starts with 06xxxxxx. Is there any rhyme or reason associated with the numbering system?
