Mercury Dimes

David- I sent in some Mercury Dimes raw (I had stored them in a Capital Plastics holder for a few years). I included the original "grading inserts" so PCGS could remove them from the pop reports. The coin that was graded MS63 by ANACS was graded MS64 this time by PCGS (I am obviously fine with that). The 1934-D PCGS MS63FB coin that I sent in raw with the original insert...came back PCGS MS61 (no FB). Can you possibly explain where the bands went....and how it is ANACS coins graded prior to 1995 seem to be more conservatively graded than PCGS coins prior to 1995 (since PCGS this time upgraded the ANACS coin...and seriously downgraded their own).
