David,
Assume PCGS receives two Franklins that each grade MS65. One is a '53-S, the other a '58. Also assume that each one has a so-so set of bell lines (maybe FBL, may not), is there any difference in procedure use for examining these two coins. For example, are the same number of graders used?

The number of graders basically depends on the service. Since the more expensive coins come in the more expensive services, we use more graders for the more expensive coins. The same process would be used for a 1953-S as a 1958. That said, the graders are not unaware of value and they will look at the 1953-S very carefully. Kind of a human nature thing.
