Mis-Cut/Not Holdered Cards

If PSA does not grade a card and determines that it is mis-cut and they do not holder it, do you get a free submission?

Hi Dale. I sent in a batch of about (250) 1977 Kellogg's cards... ohh, say 3 months ago, and 126 of them came back "not holdered / miscut". A few days later I received a coupon AND semi-completed submission forms for 126 comp submissions. (not free, but enough to cover the miscut cards) PSA doesn't feel that factory miscuts are the customers fault.
