Amazing to consider that the if the Ebay sellers who gave negatives had filled out non-paying bidder forms, this person would already have been gone (three strikes and you're out)

The seller has to file NPB forms and ask for final value credit to get a strike against the buyer.Most sellers do not complete the second phase.That is why there many risky buyers and sellers on e-bay.
