My latest informal search indicates that:
The New champs are in 8 or better are:
#52 Mike Andrews POP 5 - 4 in 8 - 1 in 9
#78 Tom Satriano POP 6 - 6 in 8 - none in 9
#254 J. Schultz POP 6 - 6 in 8 - none in 9
#481 Bill Melton POP 6 - 5 in 8 - 1 in 9
#663 Dick Radatz POP 6- 6 in 8 - none higher
This is a very sound list of toughies!
The Radatz has always made me nuts. Usually the post nationals action scrambles the list a bit but these five are worthy survivors of the Low POP madness!
7 cards were runner ups at POP 7 total. Included in the Honorable Mentions were 68Duncan, 69Hamilton, 104Blass, 232Ricketts, 326Sutherland, 347Hundley, 466Boccabella, 655Herschberger. A few of these came as a mild surprise.
I apologize in advance if I missed any and we all know that collecting 69's, some of the really tough cards are now higher than POP 7. It just meant that more people have tried really hard to uncover those particular cards in PSA 8 ie. the dreaded Mike Shannon #110.
Any comments.

Never met a Vintage card I didn't like!

I think you pretty much covered the toughies based on pop with the exception of the 49 Royals pop 6/0 and the variation of pop 2/0. The only thing I would add is that some of the Mets and Yankess are tough because of popularity and impact the pop report more. An example of this was the Cleon Jones PSA 8 going for over 300 last week.

Thanks for the update Ray; very interesting, though not very surprising.

YOU MAY WANT TO ADD #313-ROBINSON TO YOUR "RUNNER-UP" LIST WITH A POP 7 AND NO 9's. ALSO THE POORLY POP DOCUMENTED WHITE AND YELLOW VARS ARE STRONG CANDIDATES. FOR INSTANCE--#476-RED SOX HAS 5 WHITE AND 4 YELLOW. THAT MAY REALLY BE 9/0, 8/1, 7/2, 6/3, etc. SAME WITH SEVERAL OTHER VARIATION PAIRS (31 TOTAL)

<< <i>I agree that the 69 set is a royal pain to build in 8 or above, I believe that the 66 set is even harder. Note that after all these years, there is not one complete set on the registery and while not exactly counting there are numerous examples of very low pops in 8. I'll do the work and post it later. I'm sure that pc will endorse this as a royal pain as well. Sounds like it is time for some data.

yep there are some seriously low pop 8s in 66.
last night i noticed a pop 2 several 4s and plenty
of 5s and 6s.i'm amazed the set continues underappreciated.
it's a great time for everyone to run out and buy 8s.
most are available for 10-15 bucks and single digit pops can be
had for 20-25 regularly on ebay.
I am a 69er and I have always been drawn to the 66 set. It will be ny next set. I think each set has its difficulties.

the various no trade and not sold
variations which do carry extra regisrty
weight.if fact the checklists have varieties
too and even quirks like card #43 i believe
has a no button version.though single prints
tend to have higher pops several are near impossible
to locate in 8.
now 9s can be real difficult.the #1 set is as close to all
9 as can be.
