Maybe cleaned, but if so, it doesn't bother me. Looks OK. I usually think Ernie overgrades pretty badly (there was a big hoop-de-doo over this last night), but in this case I agree with his grade. It looks about Fine on the obverse and VF-ish on the reverse, at least to me.
Detail-wise looks like a strong Fine as described. But with a liberal amount of baking soda applied over the years. Would downgrade 1/2 to 1 full grade for this imo. Why not just pay the normal price for a fully original F-VF coin?
I agree with Arco... it looks cleaned and stripped so much like a chicken that just got plucked IMO
My intent is not to knock your taste in coins if you indeed like coins with this look. But if you don't like cleaned coins, this would be one to pass on.

Because they are damned hard to find, that's why! Anybody have any fully original Seated dollars in G-VF? I'll pay good money for 'em! I've had that in my sig line wantlist for what, a month or two?
The coin may be cleaned. Ernie claims his coins are not cleaned and the scans make them look that way; a bit washed-out. I think the truth may lie somewhere in between. Yes, many of his coins are probably cleaned. But perhaps not as harshly as the pictures would make it seem.
I would pass on this coin for a number of reasons... Where to begin?
First, the coin looks unoriginal to me.
Second, I may agree that it is a strong FINE, but definately not VF.
Third, for a coin this worn, the surfaces are very baggy. Most coins, when they get worn down, get smoother.
I understand Baley's comments about the paucity of uncleaned Seated dollars. Nevertheless, they usually come with a more appealing look. (Unless one likes the baking soda look!) The price asked of that coin is extraordinary considering the lack of quality of such a piece relative to extant population.
Heres a nice one I picked up from a coin warehouse in my area. Out of the thousands of nice seated halves they had, I picked up this one. I would have bought more but this was all I could afford.

I got this one sight-unseen in the Numismatic News classifieds, back in '99 or so. The price was right. I either bought it raw or it was in a PCI green-label slab; I can't remember which. It crossed well at NGC.
This coin actually had light luster beneath the toning. It was subdued but pretty. Doesn't look like much in my scan, of course:
