Continued PSA Grading and Membership-registry?

Apologize if repetitive post but a couple of questions on this PSA required membership by Septemebr 1, 2003 notice I just received:
1- Can I still access and update the registry if I am not a member?
2- Assume if I am already a member and my membership extends past Sept 1 (which it does) than this notice does not apply to me?? I cant find anything in the mailing to confirm - sounds as if I have to re-ip all over again despite my current membership
