The 2003 state quarters in grades above MS66 have proven thus far to be the toughest state quarters to obtain in the entire 1999-2003 series!! Please PM me if you are interested in any of these coins:

    Is this because PCGS changes the grading stardard or not enough mint set been searched?

    PCGS didn't change their standard. The mint sure changed their production standards though because the quarters are terrible this year. Perhaps better specimens will appear down the road but the first sets I received were dogs, except for the cents. Dave

    JC: Frankly, I was stunned how few MS67/68 quarters were graded from 1,000 fresh mint sets. (1) MS68 to be exact and some states 0 or 1 MS67! Another reason I do not plan to buy any this year image
