Exact regrade procedure

When a coin is sent in for regrade it is cracked and then sent through the grading procedure. Is it handled exactly like a raw coin in this procedure or is the old grade the first grade or known to the graders ? I think PCGS is a great company because it is the ONLY grading company with credibility. Thanks.

    It is handled like a raw coin. The graders do not know the grade.
