Question about strike

I have a 1877-CC Quarter which is residing in a PCGS MS65 holder. It has pristine surfaces and pant wetting color. 5 of the stars on the right obverse are flat. Would this preclude an MS66 grade ? Thanks and I think it is great that you answer these questions.
I'd rather be lucky than good.

    Assuming the 5 stars are really flat, as opposed to just a teeny bit flat, the coin would probably not get a 66 as it would need to be sharply struck to meet the PCGS standards.
