What is the straight scoop on the issue of colorfully toned proof Jeffersons.

There is much rumor flying that PCGS has decided to flatly refuse to holder color toned proof Jeffersons from the flat-pack proof set era. Now, on the one hand I personally believe that some bogus material has entered the marketplace, on the other hand I know for a fact that many of these toners are the real deal because I've pulled enough of them from sets myself.
So, my question is: Are all of these toned proof Jeffersons being body-bagged? Or, just a segment with a certain "look"?
Here's an example of one that I pulled from a sealed set myself:
Is that coin a body-bag if I submitted it?
Now, here's one that was already holdered when I came across it so I cannot confirm the authenticity of the toning:
Your opinion on that one?
I read elsewhere that PCGS is just choking off the very wild neon like toners, and that the monochromatic blue (like the above), gold or others are still considered "okay".
There are a lot of us that would appreciate a definitive clarification of this issue.
