What is a Registry Quality Coin... Poll

I'm confused. There are some that consider only Top Pop/Pop Top (which ever you prefer) PCGS coins to be Registry Quality Coins. In my opinion that seriously slights anyone with a coin that isn't at that level, because the Registry is made up of PCGS only coins, without consideration to grade. Therefore Registry Quality (IMO) is a PCGS coin only.
