Best way?

I have a pcgs graded coin I belive is clearly overgraded.
So I understand I should send it in marked as grade guarantee.
The holder the coin is in is scuffed up and scratched in the main viewing area.

My understanding is the coins for grade guarantee are checked in the current holder and if not determined to be a lower grade are sent back as is.

So how could I manage to accomplish both a guarantee check and get the coin into a new holder for sure without having to possibly resubmit the coin twice and take months? Would a regrade be the better option than going the grade guarantee route?

Thanks.

Guarantee resubmissions are broken out of there holder and sent into the the graders as if they were any other submission. In other words, you always get a new holder whether or not the guarantee resubmission is "successful" or not.
