Process for reviewing coins on grade guarantee?

What is the process a coin goes through for grade guarantee? Are the coins cracked out of the holder? If not, why not? Do the graders know the coins are under grade guarantee review? Does more than 1 grader look at a coin?

The reason I ask is I sent in quite a few Lincolns for grade guarantee and PCGS only agreed that 3 were over graded. 1 of these had an obvious print and the other 2 went to RB from RD. All of the others the correct color designation but were over graded on grade alone. By random chance if I sent 20 coins in twice, it would not be unexpected to get 3 coins that graded different let alone hand picked over graded coins. Does this make sense?

    Brian...Guarantee resubmissions are cracked out and go into the grading room like any other submission. The reason all of your guarantee resubmissions didn't "work" is because the graders independently graded the coins and felt the original grade (which they didn't know) was correct. Something that is "clearly over-graded" in your eyes may be A-OK in the graders' eyes, just as the hundreds of calls I get each week about coins that are "clearly under-graded" are not always (did I mean to say "seldom") correct...David
