Designation Review or Guarantee Submission

I have a 1951S Franklin graded PCGS MS65FBL. Well - in my humble opinion, I don't believe that this coin is actually deserving of the designation because of it's ultra light and disturbed lines. That being the case, should I send it in for a designation review? And if I do, and the grade changes from MS65FBL to MS65, would the guarantee kick in immediately, or would I have to re-send the coin in?
