David,
First I'd like to thank you for taking the time out of your busy schedule to answer our questions. With regard to regrades and crossovers, when we submit these coins we write down the minimum grade on the submission form. When these coins enter the grading room, are the grades really covered up like PCGS says? Also, do the graders see the submission form and look at the minimum grade prior to grading? Does this have any effect on the outcome of the grade or is the previous grade only known to the encapsulation and receiving department? Try to explain in detail, if possible. Once again I thank you for your hard work!

For regrades, they are cracked out of the original PCGS holder and come into the grading room raw. They graders do not know the previous grade on these regrades.
