Do PCGS dealers get better rates?

Does anyone know if PCGS dealers get better rates?

The reason I ask is because I see modern coins in PCGS slabs being sold on eBay for $10

these are not missed grades but stuff like Lincolns, Jeffersons, Roosevelts in PR69DCAM
- maybe they figured they could get a PR70DCAM??

or does it cost the same and take as long as everyone else?

    I think they get discount rates and bulk rates.

    Anyone who submits in bulk can get the bulk rate- not just dealers...

    Besides, a lot of those are from submissions where a few coins did so well that they cancelled out the "losers."
