Effect of Surface Marks on AU Grades

How does surface preservation other than wear affect AU grading? Take for example two coins–lets use Morgan dollars for this purpose. One is baggy with a number of reed marks on Liberty's face, and would have graded MS 62 before entering circulation. The other coin is much cleaner and would have been MS 64 or better. Both coins are sliders with just the slightest rub in the high points or in the fields. Both have the same amount of wear but clearly one has fewer surface marks and is more desirable. Do they both grade AU58 or is the baggy coin graded AU55 or 53?
