Pete Rose Basic Set Question

Does anyone know why the 1981 Donruss #131 card isn't included in the Pete Rose Basic Set?

    Several of us had requested to put that card in the Basic set to no avail. The Master Set is the one that can have cards added to it as they are graded - it usually only takes an email as BJ is always very responsive. Apparently, the 131 card is not considered mainstream - I have no idea why as it is the best looking of the three Donruss cards.
