I decided to put together a registry proof set. I obtained slabs for all but one coin, and requested a free grading for the last coin (which I have raw). I was told that since the set is less than 90% complete, I'm not yet entitled to the free grading, which will become available once the set is 100% complete. I thought the main purpose behind free grading service was to help finish a set.

but if the set has less than 10 coins, you can't blame them for not wanting
to have it TOO easy to get free gradings. Put a lower grade coin in to plug
the whole, and then send your better coin in for the free grading to replace
it!
