Total POP's including BB's ????

PCGS does not show the total number of coins in a series that are graded including BB'd coins. Is the VG/VF grade the lowest that a modern could be graded or could you have say a 2003P or 2003D SAC get BB'd? I would be interested in seeing how many actual coins were graded to produce the numbers that show up on the POP report is this available anywhere.
