How did this make a PCGS MS69

This is a coin I bought 1988 Sae PCGS MS69
There are alot of spots on the OBV that look like the metal is missing and there is one spot that is a carbon spot
I guess it is safe to say Buying the slab is not allways the way to go
Yes I will be sending the coin back

    SAEs are often graded in bulk orders. It is real easy for one to slip through, or to have developed a spot after it has been slabbed.

    Many of the coins are also graded & slabbed when the spots are on them - plainly visible. It is not that they are slipping through - they are acceptable.

  • The white spots on silver eagles are from striking while the planchet was still wet.

    PCGS does not deduct for white spots on SAEs, I too own an MS69 with white spots like that on it like your coin (it would be nice if the PCGS grading rules were listed on this site).

  • Steve, unless they have changed course, they do deduct for white spots! Why do you think the 94 and 96 are hard to get in 69?

    How about an MS-69 SAE that has obvious dip residue on the reverse?!?!?!?

    I have one that I am thinking of sending in for a review....

    It probably turned in the holder like this one; I don't think PCGS would have slabbed this 69 as it is now; I might send it back in one day to get it corrected but it's probably easier to just buy a new one:
