What % of all slabbed coins have been submitted to a grading service at least twice?

I'd say virtually 100% of all coins of value over $50 end up getting resubmitted at some point -
Anything perceived to be legitimately undergraded automatically gets submitted again by its owner for an upgrade.
Anything fairly graded but perceived to have even the slightest possibility of being upgraded at the same or different service very likely gets resubmitted for an upgrade.
Anything accurately graded still has a chance to get resubmitted just on the outside chance that it will upgrade.
The only coins that don't get resubmitted to upgrade are the ones that are overgraded to begin with. These probably eventually get resubmitted as part of the grade guarantee at some point when the eventual owner realizes he got screwed.
And anytime any of the above coins change hands and go to a new owner this cycle starts again, as they don't know its been tried before.

All that said, I feel that less than 5% of all modern coins get submitted more than once. Less than 10% of all generic coins, i.e. Saints, common Walkers, common Morgan dollars, etc. get submitted more than once. And something over 50% of the rarer coins get submitted more than once. The rarer coins being resumitted percentage is not as close to 100% as you might think as some collectors send the coins in once and then put them away for years.
