Imagine you have an early proof coin where the level of surface presevation is near perfect. Very reflective surfaces, you really cannot detect any imperfections......BUT the coin has ugly, rather blah toning. Technically, the coin is a 68 or 69. But eye appeal is near zero. What's the highest grade the coin should receive?

I can't imagine an ugly coin that could be called 68 or 69. If it's that ugly, there's probably some brilliance gone from the fields. In general, ugly is a one or two point deduction.
