What is a coin wholesaler vs. coin retailer?

I think a wholesaler would be someone who might have 500 coins slabbed at once and then sell the whole
lot to one or two retailers to parcel out. mdwoods

Wholesaler sells at wholesale, retailer sells at retail.
Wholesale = dealer-to-dealer price (cheaper, but good luck finding TRUE wholesale out there!)
Retail = dealer-to-customer price (more expensive).
Just like in cars, or whatever.

So, a coin dealer is both a wholesaler and retailer, I guess, depending on whom he/she sells to?
