help me with this indian head coin

I was going to bid on this coin but something sounds fishy with it. What do you think? Has this been cleaned?

The scans are poor so its hard to tell the grade. The seller says " coins are in average circulated condition" so this along with the high shipping cost, I would have to say pass on it. Sometimes copper coins scanned from a distance that have a glossy surface can make them appear to be a higher grade than the actually are. I have found this out from experience.

looks like extensive carbon spotting too. i don't care what grade copper is, if it's black-spotted, it's ugly.
