Proof 70 DCAM Lincoln question

I have a 1985 PCGS 69RD Lincoln. It's in an old holder before they started adding the DCAM designation. It's currently a POP of 2. It's a flawless coin with the exception of "bumps". I'm told it's common for the early zinc cents to have "bumps" because of the material. What are the odds that I can resubmit the coin to PCGS in hopes of a 70DCAM? I know 70's are almost impossible to obtain, but except for the "bumps" it's at least as nice or better than any other 70DCAM I own. I also own the only 1983 PCGS proof 70 Washington. It's a 70DCAM but again, this was before they used the DCAM designation. I've thought about resubmitting, but I'll just keep it as a POP 1 coin for now. On both coins the frost is INTENSE! Your quarter, however, already has the magic 70 number on it so it would definitely be worth sending for a designation review for the DCAM if you're planning on selling it. It is a no-question DCAM.
If you're planning on keeping it, probably not worth risking a fingerprint.
