I've always thought that the side with the date is the obverse and I've read that many times in different articles over the years. I've also
heard the opposite, that with the State Quarters, the obverse is still the "heads" side no matter where the date is. According to this
State Quarter Auction PCGS lists the obverse as
the "heads" side.
What is the official decision?
Vote on what you think. I think the date side is the obverse but I'm open to change!

‘‘(l) REDESIGN AND ISSUANCE OF QUARTER DOLLAR IN COMMEMORATION
OF EACH OF THE 50 STATES.—
‘‘(1) REDESIGN BEGINNING IN 1999.—
‘‘(A) IN GENERAL.—Notwithstanding the fourth sentence
of subsection (d)(1) and subsection (d)(2), quarter
dollar coins issued during the 10-year period beginning
in 1999, shall have designs on the reverse side selected
in accordance with this subsection which are emblematic
of the 50 States.
If you aren't calling the state side the reverse you are going to jail.

Hey, here's a bit of info from a trumpet player... The trumpets on the Louisiana and the Tennessee quarters are backwards! The bell is supposed to be on the left of the valves, lead pipe on the right! How about that for a mint mistake!
