PL designation for classic and modern commems

Hello Mr. Hall,

Is there a specific reason why PL or DMPL designations are not awarded to classic or modern commemorative coins that meet the specificaions for such?

Rob...There are so few commems that have PL surfaces that to designate them, give them a separate coin number, etc. seems like overkill to me...David
