If someone submits through the presidential review, and you overturn the grade, wouldn't it make sense to waive the fee, as that would mean that the coin left with its correct grade, albeit only after it was pointed out to you? Obviously, if the grade doesn't change, then that would be a possible risk.
Also, suppose someone feels a coin is overgrade when they get their results and you downgrade it- what would happen about the grade guarantee? If they resubmitted the coin, they would get reimbursed for the coin's value. Would you say it's simply seeing that the coin leaves with the proper grade, and no money changes hands?
