Why Do the Services Charge More to Grade Some Coins over Others?

I plan on having a couple of coins graded at Long Beach for one day Service both with PCGS and NGC. Reading the policy I see that each Service charges about $100.00 for coins valued over $1,500. and about $55. or so for coins valued under. NGC even offers a $35. price on gold.
I wouldn't mind paying the extra if I thought the Graders spent more time grading and evaluating the more expensive coin. Do they? If not, and the same energy is spent looking at a $2,000.00 coin vs a $200.00 coin, and the holder is the same (time spent typing up the insert?) why are Collectors charged an extra $45.00?
I'm sure there is some logical explanation I'm simply missing.

they know that if you have an expensive coin and want it in their holder bad enough you will pay it.
I would be surprised if a 2,000.00 coin received much more attention than a 200.00 one.
