ACG is notorious for overgrading and slabbing problem coins.
I think you should aviod ACG unless you are good at grading and see the coin in person.

Welcome to the boards, dalechina!

It's a good thing to ask and learn before buying. Sometimes, though, you can buy a low-cost coin or two that help you learn because you can hold it in your hand and see what is good or not.

You should be able to find a 1999 Cent in PCGS PR 69 DCAM for $25 or less... Personally I would avoid ACG and don't even bother looking at coins in their holders...
