A Couple of Questions for Washington Experts

I don't think I've posted on this board before, but I believe that in the past I've picked up some nice Mint-Set toned Washington Quarters on ebay from a few of the board members. I just got back the results of my first PCGS Washington Quarter submission (very pleased on the whole) and was hoping that some of the more experienced collectors in this area could help answer a few questions that I have relating to the submission.
I had a couple of coins get bagged for AT, one being a very attractive 1947 quarter. The toning looked alright to me from a color perspective, but I'm thinking that they may have bagged the coin due to the unusual "spiderweb" toning pattern. Any ideas as to how the coin toned in this manner, or thoughts on whether it is natural or artificial color?
I was also wondering what a ballpark approx value would be for a blast white 1940-S in PCGS MS-67 with excellent luster? And on an unrelated note, 41-D seems like a pretty tough coin in 66 and 67, is there a specific reason that its market value remains signifigantly lower than a coin with a similar pop like the 39-S? Perception? Supply and demand? More high grade uncertified specimens in existance? I started out just wanting to put together a set of 47-58 quarters with exceptional mint-set color, but I must admit I'm really starting to enjoy the whole series. Thanks in advance for any feedback you can give me.

I wish that I could answer your AT question, but I've had the same thing happen. I guess we're expected to pay for a "presidential review"!
As to the '41-D, watch as it's price starts to catch up to those others with higher pops, as it's bound to.
