Almost new numismatic phrase -- third world holder

"Third world holder". I thought that was kinda funny, using 'third world' to describe a coin in a non-PCGS, non-NGC holder.
Like a coin graded by Numismatic Trust or something like that.
(In my thread's title, i described the phrase as 'Almost new' because it may be that this term has been around for quite a while. I'm not
always the first kid on the block to pick up the new jargon.)

To the entire third world, including France, I am deeply and profoundly sorry for my actions which took place earlier today, which i know
you are all aware of.
While I could tell you about all of the reasons why i said what i said, i would prefer to simply beg your forgiveness and ask that you
give me just one more chance to redeem myself.
I promise not to ever even consider doing again what i have done.
Please, i beg of you, forgive me.
Didn't you leave out "Is there anything short of suicide I can do to make amends?" Actually, you are only a publisher of the libel. It is the original broadcaster of this outrageous calumny that must answer to the besmirched Third World.
I am just a hick from Phoenix and am having some serious problems with your last reference. Like...what's it mean? BTW, speaking as we are of libel, as your attorney in spirit, if not in fact, I highly recommend that you read the thread about sex that was posted earlier. I strongly believe that you were libeled and that pain and suffering of the highest order are about to result. I, in fact, just to clear my own conscience, was exceedingly kind to you in the self same post.
